Capacity building in Higher Education
The Capacity Building in Higher Education (CBHE) action supports international cooperation projects based on multilateral partnerships between organisations active in the field of higher education. The activities and outcomes of CBHE projects must be geared to benefit the eligible third countries not associated to the Programme, their higher education institutions and systems. In line with the Sustainable Development Goals (SDGs) and the Paris Agreement, this action supports the relevance, quality, modernisation and responsiveness of higher education in third countries not associated to the Programme in addressing socio-economic recovery, growth and prosperity and reacting to recent trends, in particular economic globalisation but also the recent decline in human development, fragility, and rising social, economic and environmental inequalities.
Objectives of the Action
In third countries not associated to the Programme the action will specifically:

Specifically, the action will:

  • Improve the quality HE and enhance its relevance for the labour market and society;
  • Improve the level of competences, skills and employability potential of students in HEIs by developing new and innovative education programmes;
  • Promote inclusive education, equality, equity, non-discrimination and the promotion of civic-competences in higher education in the third countries not associated to the Programme in HE;
  • Enhance the teaching, assessment mechanisms for HEI staff and students, quality assurance, management, governance, inclusion, innovation, knowledge base, digital and entrepreneurial capacities, as well as the internationalisation of HEIs;
  • Increase the capacities of HEIs, bodies in charge of HE authorities to modernise their higher education systems, particularly in terms of governance and financing, by supporting the definition, implementation and monitoring of reform processes;
  • Improve the training of teachers and continuous professional development in order to impact the longer term quality of the education system;
  • Stimulate cooperation of institutions, capacity building and exchange of good practice;
  • Foster cooperation across different regions of the world through joint initiatives.

Description
CirculEC (Development of innovative curricula and modules in Circular Economy and Sustainable Development)

The CirculEC project is aimed at building the capacity of human capital in the HEIs of Central Asian countries on a circular economy in order to provide staff, students, and the wider public with skills and competences aligned to the needs of local labor markets and the environmental challenges CA countries face. The project will update current disciplines that HEIs have in the circular economy adapted to the needs of each country (KZ, TKM, TJ, and UZ).

Project description
EMPOWER (Enhancement of entrepreneurship skills among women to provide gender equality and employability for citizens of Uzbekistan)

EMPOWER is a project that aims to develop gender equality in the territory of Uzbekistan by enhancing the entrepreneurial skills of female citizens. Initially, women will be empowered by the successful stories of their compatriots. They will meet six female entrepreneurs from Uzbekistan and learn about their success stories. Interested women will be selected and trained for essential entrepreneurial skills. Those skills will enhance their knowledge in the field of business and will be their first step in an independent life. The testing of the project will be held in the HEIs of Uzbekistan, which have more than 80% female students. It will help females to taste their abilities in different fields and avoid being stuck in gender-prejudiced jobs. The training will be held online and teach entrepreneurial skills. Mothers on maternity leave, housewives, females in remote areas, and females in young families will be encouraged to participate. This project will increase the percentage of employability in Uzbekistan among females, as starting a new business refers to opening new working places. It will increase the number of women in managerial positions and give women a women a chance to see the power of self-efficacy, independence, and self-confidence. Thus, the young female generation will be more powerful and confident, the gap between genders will shrink, and employability among women will increase.

QUARTZ
General Information
QUARTZ (Quality Assurance for Reform and Transformation of HEIs in Uzbekistan)

The wider objective of the project is to promote synergy between HEIs and the labor market in Uzbekistan by improving the perceived quality of the four dimensions of the university: teaching, research, third mission/social engagement, and institutional environment. The goals of QUARTZ are fully consistent with the regional priority defined by the Erasmus+ program “Sustainable Growth and Jobs,” i.e., they will contribute to the development of new approaches to ensuring the quality of students and their competitiveness in the labor market, as well as linking the content of education with the needs of all stakeholders. It is expected that the QUARTZ project will contribute to the comprehensive improvement of the quality assurance systems of universities in Uzbekistan through the development of procedures, tools, human resources, and continuous professional development based on EU best practices. The project is designed for “beginners” at Uzbek universities that do not have experience participating in Erasmus+ and CBHE programs. It focuses on developing the first skills of universities in using the partnership with the EU HEIs to achieve their goals; thus, in addition to the goals of the project, universities receive significant experience in cooperation and a new vision for the advanced higher education systems in general
